'Bait lorry' being deployed in Lutterworth area
A lorry fitted with a tracking device is being used by police in the Lutterworth area to catch would be lorry thieves.
Operation Legend has been set up to tackle the growing problem of theft from curtain sided Heavy Goods Vehicles (HGVs) within the local policing unit. In the last three years (01/07/08 30/06/2011) 45 lorries have been broken into on the A5, A426, A4303 and the A4304. Officers suspect the problem is under-reported.
Op Legend focussed on Lutterworth because the lay-bys surrounding the Magna Park Distribution Centre are often full of parked HGVs which have been targeted overnight by criminals.
Between 30th November 2011 and 21st December 2011 local officers deployed a so called bait lorry on the A5 to see if anyone tried to steal it or break into it. It was fitted with covert systems and a fake load of goods and was designed to alert the police who were patrolling nearby if it was targeted. Despite being parked in a lay by for 6 nights it wasnt targeted at all however, officers will be deploying the equipment again.
The operation was deemed a success because no other lorries were broken into during the six nights. Also, as a result of the operation, officers gathered intelligence from stop checks and used Automatic Number Plate Recognition technology. They also arrested two men on suspicion of theft of diesel on the 02/12/2011. Both are currently on police bail.
Officers worked in partnership with Magna Park, neighbouring forces, Truck Pol, The Harborough District Community Safety Partnership and a local haulier who kindly supplied the lorry for the operation.
The next phase of the project will be to put up signs within the area warning thieves that trap lorries operate within the area. Multi-lingual signs are already in place in the lay-bys warning drivers.
Sergeant Steve Bunn, who is in charge of the local neighbourhood team which covers the area and organised the operation said; Previous campaigns have focused on educating and warning drivers who park within the lay-bys. This was our effort to take the fight back to the criminal by deploying techniques to catch them in the act of stealing from the lorry. Officers often stop check people we suspect of committing this type of crime but it is always hard to prove their intentions if they are disrupted prior to actually taking goods from the lorry.
This has been a culmination of six months work building links with partners and hauliers. We now own the equipment required to complete these operations and have the required links to deploy this again.
Inspector Paul McKinder the Local Policing Unit Commander said. This has been an excellent demonstration of partnership working not only between statutory bodies but also the private sector in this case the haulier who supported the operation by providing a lorry. This is of course a large commitment by them due to the potential cost of repairing damaged curtains and the loss of one of their fleet whilst in use with the police.
We plan to continue this operation with various hauliers and it can now be rolled out across Leicestershire and be used by neighbouring forces. We want criminals to think Is this the trap lorry? before they attempt to steal from a curtain sided lorry. Thieves beware!
Detective Sergeant Sue Coutts from Truk Pol said; Road Freight Crime is organised, increasingly violent and market driven. Organised criminals respond to demand, travelling the length and breadth of the country to steal goods and vehicles. Their methods range from curtain slash thefts to aggressive robbery and hijackings.
Operation Legend instigated by Leicestershire Police is an excellent example of how regional Police forces have identified a problem in their area and then worked together with Industry in tackling this type of crime. It shows that effective communication between industry and the police assists in reducing road freight crime, making the transportation and logistics sector a safer place within which to work.
