Members from Leicester, Leicestershire and Rutland Local Resilience Forum (LRF) have today (Wednesday October 27, 2010) been involved in a pre-planned exercise to test how emergency services would cope with a major incident.

At 10.15am this morning, a mock scenario was activatedin which an explosion took place atLeicester Racecourse. Around 180 volunteers played the part of members of the public, who had been attending an event at the racecourse.

The idea of the exercise to see how agencies would respond in a real situation including placing cordons, decontamination of people affected, the treatment of casualties and setting up a survivor reception centre.

Chief Superintendent Nigel Hughes, Director of Leicester, Leicestershire and Rutland Local Resilience Forum, said: Carrying out exercises such as todays are the closest way we can test our plans and procedures next to an incident happening for real so it is essential that they take place.

These exercises are designed to be very realistic, which is crucial as they test how effective staff perform in the event of an emergency not just individually but how several different agencies can work successfully together. Partnership working is clearly a key factor in dealing with an incident effectively.

We want to stress that Leicestershire is no more at risk to such an incident happening than anywhere else in the UK. It is important we prepare for any type of crisis agencies the LRF may be faced with and we routinely exercise all types of major incidents whether it is a major flood, an industrial accident, pandemic flu or a power failure; anything that could potentially wreak havoc on day to day life for people in Leicester, Leicestershire and Rutland.

We would like to thank everyone who played a part in planning and taking part in todays event. Leicester Racecourse was chosen as the an ideal location to hold the event due to its size and location and a big thank you must go to them for hosting and allowing us to use their facilities.

We are pleased with how today went and most importantly, the next step for us will be to carry out a full evaluation and debrief to see if there are any lessons to be learned and see how these can be put into practice for any future exercises.

The exercise involved a number of agencies and organisations who belong to the forum including: Leicestershire Constabulary, Leicestershire Fire and Rescue Service, East Midlands Ambulance Service, Leicester City and Leicestershire County Primary Care Trusts, University Hospitals of Leicester, Environment Agency, Health Protection Agency, Met Office, Oadby and Wigston Borough Council, Harborough District Council, Womens Royal Voluntary Service, Salvation Army, British Red Cross, St Johns Ambulance and Severn Trent Water.
