County and city leaders back £11 million economic boost

Chief Executive's
More than 11 million of recession-busting investment has been approved by the leaders of the county and city councils.
The package has been approved by the Leicester and Leicestershire Leadership Board, made up of the county and city councils, East Midlands Development Agency and other local organisations, which is now responsible for economic development work formerly delivered by the Leicester Shire Economic Partnership.
The approved projects will improve business performance, by encouraging enterprise and business start-ups, increasing survival rates and promoting inward investment.
There will also be significant investment in projects to raise skills levels, to assist people into employment and to support those that are the furthest from the labour market. The largest investment will be into infrastructure to support future economic and housing growth.
Key projects that are being supported include:
the development of innovation and business centres in Market Harborough and Hinckley
a programme to develop access centres county that offer employment advice and deliver learning
support for tourist attractions including Conkers and the National Forest
a Rural Economy Support Programme to support businesses in rural areas.
David Parsons CBE, Leader of Leicestershire County Council, said: We will be working closely with businesses and communities to help them adapt and maximise opportunities within the changing global economic situation.
Ross Willmott, Leader of City Council, said: Our ambition is to create a stronger, more sustainable economy by delivering these key transformational projects.
Diana Gilhespy, Corporate Director at emda said: There is strong political leadership and partnership in Leicester and Leicestershire and emda is fully committed to supporting the partnership deliver this investment plan.

1) Loughborough Managed Workspace Ashby Rd
Provide follow on office space for Lough Innovation Centre
2) Loughborough Eastern Gateway
Land Purchase to facilitate mixed use housing / employment / station development
3) Leicester Science Park Riverside Link Contribution to land assembly
4) G-STEP (GMEs Space Technology)
Use of GME technology for advance business innovation and competition, matched with ERDF. Will be relocated on science park by 2010/11
5) Greenfields Development Hinckley
Redevelopment of former District Council Depot to create managed workspace development
6) Conkers Ariel Walkway
Creation of an ariel walkway and activity tower within the conkers visitor attraction centre.
7) National Forest Cycling Centre
Develop the visitor infrastructure within the National Forest through the creation of a purpose built cycling centre, all match confirmed
8) Leicester Station / New Business Quarter
Pre-development work for Royal Mail relocation; redevelopment of Station. Preparation of development / marketing brief for NBQ.
9) Cathedral Square Feasibility study to develop a programme of phased works to create a public square adjacent to Leicester Cathedral
10) Leicester Market
Feasibility and Design work to identify an optimal solution for the future regeneration of the indoor and covered market and environs
11) Harborough Innovation Centre
Workspace development to accommodate new starts & SME's within the innovation sectors (site to be determined)
12) Leicester Science Park
Design work / detailed planning consent for provision of starter units and follow on industrial workspaces.
13) Prospect Leicestershire - Feasibility & Concept Design To undertake feasibility studies, concept designs, site investigations, land/property valuations to facilitate and inform development opportunities.
14) Retail Design Lab
Development of a retail technology infrastructure demonstrator located in Hammersons support development of SMEs
15) Retail Development (shop Improvement)
Shop front improvements around main gateway of Leicester, plus business advice & support to SMEs
16) Economic Assessment
Continued delivery of economic assessment project which will feed into economic strategy
17) Olympics Proposal
Co-ordination for 2012 games
18) Procurement Leicestershire
To add into the existing city procurement project but concentrating on SMEs within the County
19) Women in Business County
Business support provision targeted at women in businesses across Leicestershire
20) World Cup
Co-ordination & Implementation of proposal for world cup
21) Access Centres (to be developed)
Refurbishment for new Multi-Access Centre + some revenue running costs
22) Barwell Access Centre
Refurbishment for new Multi-Access Centre
23) ESB Manager
Dedicated resource to co-ordinate and facilitate the Employment & Skills Board including monitoring the skills plan.
24) Future Jobs Fund
Match fund sub-regional funding across City & County for securing job opportunities for people long term unemployed
25) New Parks Access Centre
Refurbishment for new Multi-Access Centre
26) Sector Skills Support
27) South Wigston Access Centre
Refurbishment for new Multi-Access Centre

Co-ordination of food and drink organisations
